Beautiful Old Vintage Western Leather Horse Saddle Repair Decor Wood Stirrups

From a friends barn, believed to be from the 60's and has what appears to say "Congress Leather" on a tag but I honestly have no idea. It would need to be oiled I imagine and the padding seems to be no good but overall it is pretty solid. I do not have the missing piece that used to cover the horn.
